Was the design work done before this project went out for consultation or was it done afterwards?<\/p>\n<p>\u201cIt would surprise me if the design work wasn\u2019t started until after the consultation was finished. The public works committee weren\u2019t given the opportunity to examine the bikeway.\u201d<\/p>\n<h3>LISTEN HERE:<\/h3>\n<p><iframe loading=\"lazy\" frameborder=\"no\" height=\"166\" scrolling=\"no\" src=\"https:\/\/w.soundcloud.com\/player\/?url=https%3A\/\/api.soundcloud.com\/tracks\/303387137&amp;color=ff5500&amp;auto_play=false&amp;hide_related=false&amp;show_comments=true&amp;show_user=true&amp;show_reposts=false\" width=\"100%\"><\/iframe><\/p>\n<p>Mr Pisoni said the overpass project had been completed in a \u201ckey marginal seat\u201d in time for 2010 state election.<\/p>\n<p>\u201cThis project went out for consultation in June 2008,\u201d he said, \u201cand at that time the government said it had no plans to include an overpass for cyclists or pedestrian use.<\/p>\n<p>\u201cYet one month later they made an announcement that they would include a cycle overpass.<\/p>\n<p>\u201cWhen the report went to the public works committee in October of that same year, the $28m that was allocated for the project did not include the cycle path.\u201d<\/p>\n<p>Transport minister Stephen Mullighan denied the path was an after thought\u2026<\/p>\n<p>\u201cMy political opponents have been out there trying to make great hay saying that this was some hastily cobbled on addition to the bridge,\u201d he said.<\/p>\n<p>\u201cI think what the opposition is trying to do is cause some consternation in the mind of the community that this was bolted on to the edge of the bridge.<\/p>\n<p>\u201cThat\u2019s not the case&#8230;<\/p>\n<p>\u201cI certainly freely admit that when the government first announced plans to have a tram overpass\u2026 a shared walking and cycling path wasn\u2019t part of the plan\u2026<\/p>\n<p>\u201cThe message we got from the community was clear.
