Federal Labor leader Bill Shorten faces fierce internal opposition and savage criticism from refugee groups over his plan to have boat turn-backs included in the party’s asylum-seeker policy.<\/h3>\n

Mr Shorten insists he needs the option on the table if Labor wins power.<\/p>\n

The Refugee Council of Australia has accused Mr Shorten of “pandering to the politics of fear”.<\/p>\n

The trade union movement already opposes turn-backs while Left faction Labor MPs are furious at the planned policy U-turn.<\/p>\n

The issue will come to a head at the ALP’s national conference which starts on Friday.<\/p>\n

Mr Shorten concedes Labor did not get the policy right in government saying it underestimated the ability of people smugglers to exploit vulnerable people in great numbers and entice them on to unsafe boats.<\/p>\n

“I do accept that mistakes were made,” he told the Seven Network on Thursday.<\/p>\n

Opposition immigration spokesman Richard Marles said a Labor government would be transparent about any on-water operations and would ensure they complied with international obligations.<\/p>\n

“There is simply no way a future Labor government can reopen this (boat) journey – it would be profoundly immoral” he told ABC Radio.<\/p>\n

Immigration Minister Peter Dutton is not convinced by Labor’s sudden change of heart.<\/p>\n

“If I thought it was genuine, I would welcome it,” he told the Nine Network.<\/p>\n

He questioned whether Mr Marles had “watered down” language used by Mr Shorten.<\/p>\n

“The fact is this policy hasn’t survived from last night to this morning.”<\/p>\n

ACTU secretary Dave Oliver said the peak union body’s own conference had unanimously decided not to support boat turn-backs.<\/p>\n

“We need to take a humane approach and simply suggesting that there’s an arbitral process that we’re going to … turn all boats back is the wrong way to go,” he told ABC Radio.<\/p>\n

Labor MP Andrew Giles from the party’s Left is not happy with the stance.<\/p>\n

“I’m concerned about the breach, as I see it, of international law,” he told ABC Radio.<\/p>\n

Prominent Labor backbencher Anna Burke is bitterly disappointed with the Shorten plan.<\/p>\n

“I don’t think that saying `I oppose boat turn-backs’ is giving a (green) light to people smugglers,” she told ABC Radio.<\/p>\n

There were other more intelligent, rational and humane options and there needed to be an open dialogue with neighbouring countries on the issue.<\/p>\n

“(Former Liberal prime minister John)Howard created political footballs out of human lives and we have to get above that,” Ms Burke said.<\/p>\n

Former Labor MP Steve Gibbons urged Labor not to give in to a racist minority.<\/p>\n

“The turn-back-the-boats policy will be driven by those gutless western suburbs MPs who let red-necks determine Labor policy!” he tweeted.<\/p>\n

Right faction powerbroker Stephen Conroy told Sky News he believes Mr Shorten’s proposal will get over the line at the conference.<\/p>\n

But the federal frontbencher warns it will be a tight contest.<\/p>\n
