Since 1857 every South Australian government has had its budget measures passed,\u201d he said.<\/p>\n<p>\u201cThe only thing it can be is blocked. But what they are blocking is also tax cuts for small business, because they can\u2019t separate them.<\/p>\n<p>\u201cThey\u2019re also blocking incentives for people buying apartments and first homeowner grants.<\/p>\n<p>\u201cWhat Steven Marshall hasn\u2019t done his research on is the South Australian constitution, which says budget measures can\u2019t be amended in the upper house.
