{"id":31234,"date":"2016-04-19T00:00:00","date_gmt":"2016-04-19T00:00:00","guid":{"rendered":"https:\/\/cms.fiveaa.com.au\/uncategorized\/offshore-patrol-announcement-makes-sa-subs-more-likely-says-premier-weatherill\/"},"modified":"2016-04-19T00:00:00","modified_gmt":"2016-04-19T00:00:00","slug":"offshore-patrol-announcement-makes-sa-subs-more-likely-says-premier-weatherill","status":"publish","type":"post","link":"https:\/\/cms.fiveaa.com.au\/show\/offshore-patrol-announcement-makes-sa-subs-more-likely-says-premier-weatherill\/","title":{"rendered":"Offshore patrol announcement makes SA subs \u201cmore likely\u201d, says Premier"},"content":{"rendered":"<h3>Premier Jay Weatherill has lauded the benefits of Monday\u2019s announcement that 12 offshore patrol vessels will be built in SA and says it makes it \u201cmore likely\u201d the state will also be selected to build the country\u2019s submarines.<\/h3>\n<p>\u201cIt tees it up perfectly,\u201d Mr Weatherill told David and Will on FIVEAA breakfast. \u201cThe whole chain of reasoning for continuous ship build also applies to submarines.\u201d<\/p>\n<p><a href=\"https:\/\/cms.fiveaa.com.au\/news\/new-patrol-boats-to-be-built-in-adelaide\">The announcement that the offshore patrol vessels will be built in SA<\/a> from 2018 ensures avoiding the much-discussed \u201cvalley of death\u201d.<\/p>\n<p>\u201cThe problem, when there has been problems in the past with subs and ship building, has been the stop-start nature of the program,\u201d Mr Weatherill said.<\/p>\n<p>\u201cIf you maintain skills and capabilities you maintain productivity, you get a better price, you get a better result. We won that argument in the end.\u201d<\/p>\n<h3>LISTEN TO JAY WEATHERILL HERE:<\/h3>\n<p><iframe loading=\"lazy\" frameborder=\"no\" height=\"166\" scrolling=\"no\" src=\"https:\/\/w.soundcloud.com\/player\/?url=https%3A\/\/api.soundcloud.com\/tracks\/259758922&amp;color=ff5500&amp;auto_play=false&amp;hide_related=false&amp;show_comments=true&amp;show_user=true&amp;show_reposts=false\" width=\"100%\"><\/iframe><\/p>\n<h3>Mr Weatherill said the announcement was worth more than just the 400 jobs it would create.<\/h3>\n<p>\u201cBecause we can now present to the world that we\u2019re going to have a 30, 40, 50 year pipeline of work down there, people will come and invest in it.<\/p>\n<p>\u201cBig, prime international contractors will say, look, South Australia is the high tech manufacturing state, they\u2019re the defence state, they\u2019ll shift their operations here.\u201d<\/p>\n<p>Mr Weatherill said there would be \u201cmassive spill over\u201d effects in the rest of the economy.<\/p>\n<p>\u201cIt\u2019s estimated that for every job created in advanced manufacturing you get 3-5 jobs in the rest of the economy.<\/p>\n<p>\u201cIt\u2019s hard to estimate how big yesterdays announcement is.\u201d<\/p>\n<p>He said Monday\u2019s announcement was a \u201cgreat win\u201d.<\/p>\n<p>\u201cIt was looking pretty grim there a few years back.<\/p>\n<p>\u201cWe were looking at Japanese submarines overseas and not much of a local ship building industry.<\/p>\n<p>\u201cBut it\u2019s turned around because we put the economic argument in favour of South Australia,\u201d he said.<\/p>\n<p>Mr Weatherill said the offshore patrol vessels would help fill the gap from 2018 to 2020 between the end of the air warfare destroyer build and the start of the frigate build, but he warned there would still be losses.<\/p>\n<p>\u201cThe offshore patrol vessel fits into that gap and at least give us another 400 jobs in that period.<\/p>\n<p>\u201cIt\u2019s not perfect \u2013 there still will be a drop off.
