{"id":31359,"date":"2016-02-15T00:00:00","date_gmt":"2016-02-15T00:00:00","guid":{"rendered":"https:\/\/cms.fiveaa.com.au\/uncategorized\/sa-nuclear-inquiry-backs-waste-dump\/"},"modified":"2016-02-15T00:00:00","modified_gmt":"2016-02-15T00:00:00","slug":"sa-nuclear-inquiry-backs-waste-dump","status":"publish","type":"post","link":"https:\/\/cms.fiveaa.com.au\/show\/sa-nuclear-inquiry-backs-waste-dump\/","title":{"rendered":"SA nuclear inquiry backs waste dump"},"content":{"rendered":"<h3>South Australia should take the world&#8217;s nuclear waste in exchange for billions of dollars in revenue and thousands of jobs, the state&#8217;s nuclear royal commission has found.<\/h3>\n<p>But it would not be viable for SA to host a nuclear power plant or to expand into fuel processing in the foreseeable future.<\/p>\n<p>Former governor Kevin Scarce on Monday handed down the royal commission&#8217;s initial findings after months of analysis and public consultation.<\/p>\n<p>His inquiry has strongly backed SA taking nuclear waste, a position that is sure to attract fierce opposition from green groups.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"SA nuclear inquiry backs waste dump | FIVEAA\" title=\"SA nuclear inquiry backs waste dump | FIVEAA\" class=\"media-element file-default nova-lazyload-image-wrapper lz-cont img-responsive\" src=\"https:\/\/cms.fiveaa.com.au\/wp-content\/uploads\/2020\/03\/kevin_scarce.jpg\" width=\"940\" height=\"627\" \/><\/p>\n<h6>Nuclear royal commissioner Kevin Scarce presents his tentative findings | Image | <a href=\"https:\/\/www.abc.net.au\/news\/2016-02-15\/sa-nuclear-waste-dump-to-meet-'global-need'-recommended\/7167412?section=sa\" target=\"_blank\">ABC News<\/a><\/h6>\n<p>According to the commission, a high-level nuclear waste dump in SA would be worth $45 billion to the state over 70 years, <a href=\"https:\/\/www.adelaidenow.com.au\/news\/south-australia\/nuclear-waste-dump-would-tip-445b-into-south-australian-economy-royal-commission-reveals\/news-story\/9c134d8b18020768b1e6c419d997982f\" target=\"_blank\">reports The Advertiser<\/a>.<\/p>\n<h3>A waste dump would also reportedly generate about 1500 full-time jobs&nbsp;during a 25-year construction process and 600 full-time jobs once the plant is operational.<\/h3>\n<p>Under the model proposed by the commission, an above-ground storage site would initially host nuclear waste in &#8220;casks&#8221; made of metal or concrete.<\/p>\n<p>The waste would then be stored deep underground in purpose-built canisters.<\/p>\n<p>A storage and disposal facility with a capacity of 138,000 tonnes &#8211; or about 13 per cent of the world&#8217;s projected used fuel inventory &#8211; would generate more than $257 billion in revenue over its 120-year lifespan.<\/p>\n<p>Total costs for the facility would reach $145 billion, including the construction of a dedicated port facility, airport and freight rail line, independent modelling shows.<\/p>\n<p>The report assumes it would take 25 years to build the facility, with employment peaking at up to 5000 jobs before tailing off to 600 during operations.<\/p>\n<p>A waste and storage facility could generate more than $5 billion in annual revenue before the yearly waste intake peaks after 30 years and concludes after 70 years.<\/p>\n<p>The commission has also proposed the creation of a state wealth fund in which all profits and a portion of gross revenue would be invested.<\/p>\n<p>Mr Scarce said waste storage presented significant opportunities for the SA economy.<\/p>\n<p>&#8220;We have stable geology, relatively low levels of seismic activity across a large part of the state, we&#8217;ve got an arid environment, stable political and economic structures,&#8221; he told reporters.<\/p>\n<p>&#8220;Collectively, I think that enables us to put a convincing case to client nations that we could be part of a long-term solution.&#8221;<\/p>\n<p>He said SA could take 13 per cent of the world&#8217;s waste.<\/p>\n<p>&#8220;Nations have not been able to find a disposal solution that meets their geology,&#8221; Mr Scarce said.<\/p>\n<p>&#8220;National consensus is that deep geological storage is the right solution for spent fuel, kept isolated from the environment for hundreds of thousands of years.&#8221;<\/p>\n<p>Any move to embrace nuclear storage would require changes to state and federal legislation.<\/p>\n<p>The commission found that it would not be commercially viable for SA to generate electricity from a nuclear power plant or develop uranium processing facilities.<\/p>\n<p>But the state should still prepare for the possibility of sourcing nuclear power as the nation moves towards low-emission energy sources.<\/p>\n<p>Mr Scarce, who visited the site of Japan&#8217;s Fukushima nuclear disaster during his assessment, said such incidents should not lead to nuclear power being ruled out as an option.<\/p>\n<p>&#8220;These are significant failures of systems that were meant to manage the safety of nuclear reactors,&#8221;
