It\u2019s Russian roulette\u2026 so we have to do what we can to minimise the access to these substances.\u201d<\/p>\n<p>Commissioner Stevens conceded there could be an argument for facilities to test drug quality, increasing the level of safety, but said that would only help people who \u201cunderstand the risk and want to do something about it\u201d.<\/p>\n<p>\u201cThere are a lot more out there who will just access the drugs and take the drugs,\u201d he said.<\/p>\n<p>\u201cYou\u2019re not really dealing with the problem.
