Without any sense of overstatement you can say for the criminal justice system &#8211; the way it operates here &#8211; this is comparable to what happened in Victoria with the murder of Jill Meagher.\u201d<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Penbo said it was clear the killer\u2019s \u201cviolence towards women was lifelong and escalating\u201d and also said the report raises \u201cserious questions for SAPOL\u201d.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cOne of the unnerving features of the report was that at the time he committed the offence against Gayle Woodford there was a warrant out for his arrest but due to some oversight within SAPOL the warrant was never executed\u2026<\/p><p>\u201cI\u2019m not having a crack at the departments or the heath council or the police for not having responded yet. I think it\u2019s totally fine with a report of this magnitude they say we need more time.
